National Disaster Management Authority will be responsible for the overall
management and coordination of the project. The implementation of activities and procurement of goods for specific components will be undertaken through NDMA, NIDM and concerned State Governments. The following action would be taken by NDMA to ensure the smooth implementation of the project.
(i). Develop guidelines, action plans and manuals for meeting the objectives of the programme.
(ii). Organize national/regional/state/district level consultations for assessment and
progress.
(iii). Mobilization of resources and expertise within and outside the country through National and International agencies.
(iv). Each State will set up a Project Steering Committee to consider the Investment Proposals under the Project and recommend them to NDMA for assistance. This Committee will ensure that all the proposals being recommended adhere to the norms prescribed for World Bank assisted Projects. This Committee will be headed by the Chief Secretary of the States and UTs. The proposals received in NDMA will be further screened by a National Steering Committee (NSC) comprising of representatives of concerned Departments, experts and subject matter specialists.
(v). For the monitoring and effective implementation of the NCRMP, a Project Management Unit will be constituted at NDMA headed by a Project Director and assisted by Experts and Specialists. Possibility of outsourcing the entire Project Management Consultancy will be explored.
(vi). At the highest level, there will be a National Steering Commitee headed by Secretary, NDMA, for overall monitoring of the mitigation projects, including NCRMP. The Committee consists of representatives from the Central Ministries/Departments and State Governments.
